Jaume López, Professor at Pompeu Fabra University and one of the authors of the draft protocol for conflict resolution, delivered a keynote speech during International seminar on conflict resolution and territorial disputes in Santiago de Compostela, Galicia at a joint event with Coppieters Foundation and Galiza Sempre Foundation.
We believe Europe needs a clarity framework for the resolution of territorial conflicts of sovereignty.
It’s necessary that these kind of conflicts can be addressed by European institutions according with the rule of law, with respect for and individual and collective rights, and also obviously, according with a principle of democracy.
We cannot just avoid the to deal with these conflicts claiming that they are internal.
First, they cannot be considered internal because in these conflicts, one of the sides, would act as part and the referee at the same time.
Second, the process of creation of a newborn state in the context of Europe means to redesign the internal borders of the European Union, which adds an external dimension to the issue.
Therefore we believe that one of the priorities when thinking about the future of Europe is precisely to introduce a clarity framework to deal with this kind of conflicts.
